Yes, there's still the penalty. I can almost hang with them, I have overk 1k hp (non master) and all wands except barrier... but a lot of people to fly to for sancs. Don't even think about reverting to slow or soften.. you are dead meat if you do unless you have incredible armor. The problem is that with an air form.. you'll be looking for movement and hp gear...
