I don't think he surrendered. And I don't think amidst the necking, you knew he was trying to do so. Vholan, I think you have to be more 'smart' and not just tell your location. The arbiter you told could even be a doppled one. :). But I think among the arbiter cabal there should be interaction between each other as to the person being flagged has spoken with any of them.

Well, these are all theories but when you log into the fields, it's all a different ballgame. :P
