If you (and by you I mean specifically you) can't handle a rager as a lone imperial warrior. . .what on earth are you doing fighting them as one? "Run the hell away" is one of the lesser-mentioned and more powerful Empire powers. You can use potions and other goodies (I assume you know what some of these goodies are) to avoid Battle all day. Ragers attacking the Vanquisher? RTHA. Ragers running down the road at you? RTHA. Ragers don't have half the ability to avoid combat and run away that an Imperial does, both because of resources and ethics (or lack thereof). Avoid Battle, round up some backup, and then go to work. Eventually you may be good enough as a warrior to stand up to them. If you're not, forfeit and live another day.
