Usually Arbiters use good judgement and only flag people if they are up to no good, as opposed to some misguided newbie who happened to stumble by. Arbiters are already held to a much higher standard then any other cabal, with little reward. Why not go as far as say that Arbiters cannot PK those who are not marked wanted? (or those with warrents if the book is missing) This way, you have Arbiters that don't go around PKing people at all unless they have broken the law. Of course, I doubt many Arbiters would want to sign up for this. In fact it is already pretty bad, because once a criminal is Wanted, there are no futher penalties. Several times the fragile elf Kriffulnic was the lone arbiter on duty only to get killed successively by Rangers and Ragers in Galadon. Sure, I could have quit out to avoid repeated naked deaths, but it's a bit lame RP-wise.(as opposed to cowering in the Paladin guild hall) Eventially the criminals payed for their crimes with one life, however Kriffulic payed with a few points of con. If it remains open game for others to kill Arbiters, then Arbiters should be able to kill whomever they want, outside of protected area. If you want to add more restrictions to them, then offer more protection, like adding an additional flag for each time a criminal kills another arbiter. Or perhaps just perma flagging them. They can flag anyone who interfers with their ability to bring those to justice. This could be as minor an infraction as healing a cabal guardian, while the arbiters attack it to get at a criminal inside. Certainly any attacks on the Arbiters or their guards deserve a swift flagging.
