A transmuter changes the nature of a thing by subverting its properties at the sub-atomic level. Therefore, perhaps the air around the transmuter itself is "transmuted". Or the motes of dust that float in the air. To rationalize an old emote away, it says "conjuring" in the minor sense, not "Conjuring" in the arcane sense.

Personally, I think it kind of kool that the Masters Cabal is attempting to define and document the magics in a creative way. At least it is more in line with their charter of being the intelligencia of Thera snug in their tower, and less a mindless pk cabal spouting platitudes. *cough* *wince*
