Maran isn't really a cabal as far as I know. They don't have any powers except for Shok's tattoo. Shokai is around alot, and as he has said before..he generally wont tat you until late in your life. He does watch you alot, and keeps tabs on you, then he will tat you when he feels you are worthy. Even if he doesn't respond to you..there is a good chance hes watching. And he does manage his marans well.
