What causes a skill to "freeze" at say 96% and stay there for 10 ranks? Is this a coded thing? Is it a corrupt pfile? Or?

It took me 10 ranks to get ambush to 96%. It hasn't moved and for 13 levels and I've ambushed 271,527 mobs since then. WTH?

Patience my ass, I'm going to kill somebody.
