First, the backstory: One person has Force Duel. One. Take that in, and then re-look over your post. Now: 1. Leika offers everyone an opportunity to fight her one-on-one, with all the preparation they want - far more than your one hour. Most people are scared shitless and decline. When they decline, they are consigning themselves to be taken at any time, anywyhere. I'm not Leika, but I've observed her, and so far as I know, this is how she governs her actions. I find this method more than honourable, and do not doubt for more than a single moment that any Balgrimnr follower that does not take similiar actions and responsibility with the power would be swiftly stripped of it.
Force Duel is a power that comes with great, great restrictions. You have to be a tattoo'd follower of Balgrimnr, the God of Honour. This means that you act with honour at all times.
1a. These decliners can now consider themselves in your one-hour room. Only, they don't know when your one hour expires. It might expire any time, any where. They gave up the opportunity to determine the time and place when they initially refused. Thus, they'll have to be sure they're prepared whenever Leika is around, just in case. That, in my mind, is honorable.
