I'd have to disagree. Cutoff is definitely very useful, and charge set is -great-. (A lot of people get distracted by the big damage, but just the fact that it can stop so many good opening moves cold is worth it.) While it's true that you won't deal so much damage, it's because you get solid tanking (a good parrying weapon plus distance), a way to keep a foe from fleeing (it's not entwine, but it's good), and one of the better ways to disarm. Also, few classes use polearms, so the attacks you get are more likely to land.

Hands, another unworthy spec. though you can use stun to spell up people when you gang them (if you are imperial).

HTH is a fine spec, but I wouldn't advise combining polearm with HTH. Both specs are great for saving your ass, but as a warrior you need to be able to switch to a more offensive mode. I'd complement polearm with something light and one-handed, since assassins can give you problems with their skills. Dagger sounds fun, or go axe or mace and make sure you carry light ones when you can.
