Usually max damage on charge set is near obliterate
(lucky one gives annihilate)
trough rager resistance it would be around mangles-demolishes. (and I don't mention the fact that some
ragers are giants with resistance)

Polearm is good against these classes,
but swords/maces/axes/spear-felar are good as well
or maybe even better.

- charge set do not work in 100% case
- you can't charge set too often
(once per tick against mobs, maybe more often
against players, but definitly you can't charge set
every round)

so you charge set a thirsting rager (and did not fail it)
your charge set doest some damage to rager (let's say demolishes)
rager bash/trip/cranial/entwine/disarm/whatever you.

Charge set does not give you automatical win against a rager even if he is thirsting.

PS. something tells me you did not play polearm spec.
