I understand your dedication to the Arbiter Cabal. I feel much the same way about Entropy though I haven't played a baron in nearly two years. However....

If the Arbiters were to be removed from the Cabal wars and placed as a sort of "divine" law enforcement, I can't see them having the powers they have presently. Part of the reason they have the powers they do is because they do have an item that can be taken. Allowing them to have the powers they have now without any threat of having them removed would cause all kinds of headaches for the Imm staff simply because Arbiters would have to be "policed" 24/7 to make sure there were no abuses.

Some simple ways to tone down the powers and yet still allow the Arbiters to do their job would be somewhat drastic but for the sake of argument...

Vigilance would have to be limited to working in the city. The ability to see hidden/invis for any class is very powerful and thus must be limited if there is no Arbiter item.

Guard call would have to be limited to the city as well. No more "bounty hunts" outside of city limits. Arbiters are the only cabal still able to call any kind of mob to their aid. Aside from Empire but Centurions really don't count in the same fashion.

Manacles would just have to go. Completely. Neither Troupe nor Dawn has anything so combat oriented. It simply would not be fair to the other Cabals.

These are merely suggestions but if you look at them and think of an Arbiter Cabal without an item, you have to make allowances for the other Cabals somehow. I know for a fact that if Arbiters were to not have a raidable item and still retain their present powers, you would see such a surge in applicants that all Arbiters would be able to do for several weeks is interview.

All in all, I see nothing wrong with the idea as a whole and agree with several of the points Imbrogno makes. I have played a few Arbiters and I know exactly what he means when he says that people believe the player should be 99% certain that someone committed a crime before flagging them. All of what he says in his point is well thought out and most assuredly valid. As a die hard Baron, I wish I could flame but I just can't. Ah, well.

Just the two cents I could have thrown in the fountain.
