Good point on the vigilance. Seeing as how detect invis is cheap and easy to come by for just about anybody, no reason for it to drop outside.

Manacles could be down powered but I would say cut the extra mv loss down a bit and make it so that they only work outside of combat. Starting combat with them could even do some damage but this crap with slapping manacles on while someone is bouncing all over the place in combat is ridiculous enough with the Arbiters having a raidable item. :P

Ah, special guards. My favorite topic. Why the heck shouldn't you just run out of town to get away from special guards? Town is where law reigns supreme. Make it so an Arbiter posse has to go outside of town to track criminals sans special guards. Or, limit the guards ability to see hidden outside of town just like the Arbiter they are with. Make it so that the guards won't rescue outside of town... I don't think they should be gotten rid of completely which is probably more than most people can say but they would have to be limited in some fashion.

For the most part, I like TotW's suggestions in his post... This is all just speculation, of course, since I don't see this happening in the near future.
