To that, I'd have to say: define "enforced properly" because the current interpretation and enforcement of it basically screws Entropists over, and is the biggest load of bull I've ever heard in game. You currently are flagged if you're raiding for the Equation and go to the stern and don't attack, so that you can use a strategy against defenders which requires not being in combat already. I used it for a Frightful Fiend... so, the question is, is raiding for the Equation only allowed if you use one of the Arbiter Endorsed (tm) strategies?
