A combat round is divided into 12 slices, let's call them blips. And when you move (for instance flee) in a forest area you'll get a 3-4 blip delay. He's a ranger, he will move in a forest room without delay, and if his camo/ambush is no-delay too, he'll use 3 blips to move;camo;ambush.
