This ain't perfect, but it's the best I can do from memory.

Long time back, the system for cabal-items and cabal-raids was a lot different than it is now.
1) Outer guards were uniformly aggressive.
1a) Inner guardians, for the most part, were not.
2) A person could flee past the outer guard.
3) Cabal items weren't given to the inner guardian, they were "downed" -- that is, literally placed on the floor by the inner guardian. Doing so caused a cabal to lose its powers.
3a) Cabal Items could be picked up from the ground, at which point that cabal would re-gain its powers as long as someone was holding the item.

This led to a very different dynamic in raiding for items. People would run into the outer guardian then flee, hoping to get past. They would run to where the item was downed, and try and grab it before someone in the cabal did. (Hence the practise of leaving a lowbie to guard the item.)

When Arbiter had the equation, it would be common for one entropy to raid and everyone else to use that opportunity to put up dopple and whatnot. Also, if the outer guardian had been killed, it was perfectly legitimate (as someone pointed out) for anyone to go into the Arbiter Cabal and attack an Arbiter, because the Laws did not protect the cabal -- only the cities in which the cabal was located.

(Oh, people could also come in and try and take extra items that Arbiters had left for one another at the Arbiter pit. Arbiters could not do the same to other cabals because they were under similar "Don't raid other cabals" rules as they are now.)

A lot of little things like this led (I believe) to the creation of Law #4; Entropies were allowed to try and raid to get their item back, but if they stayed too long then they were "intruding" and had to go. Other people couldn't waltz in after the outer was killed and try and smoke Arbiters without fear of Lawful reprisals. Etc. etc. etc.

Whether or not it has any meaning in the current environment, I'm not going to get into; this is a historical post only, from someone who played arbiters (in one form or another) for his first 3 years at CF.
