Mastering your skills is reward enough, there doesn't need to be incentive in learning them if you are playing a character you are interested in keeping alive.

Besides, certain classes (ie, invokers) are required to master spells to get new ones. Figure they have to improve 30 points on 50 spells (just a rough guess), that's 300*30*50 = 450,000 experience! If they decided to never waste practice points (and let spamming scripts do all the work), they could conceivably go from 1st to 51st without ever having killed a mob. Granted, they would be 300 hours old by then, but I guarantee people would do this.

Its a good idea, in theory, but the core of a player's experience needs to come with the risks involved that accompany adventuring.
