I think the primary reasoning behind storms not being rangers is that they care very little for the forests of Thera. I don't think they are nature oriented beyond their affinity for stormy weather. If you consider the fact that storm giants are more a civilization oriented race rather than a nature oriented race, which is reflected in their choice of habitats, this becomes more apparent. While they may live in the middle of a lake, it does not appear they live "with" the lake, or in harmony with it. The same holds true for arials and dwarves. While these races affinity for natural elements (dwarves - earth, arial - air, etc.) would seem to make them perfect for the ranger class, they have distanced themselves far from nature as they have become more "civilized". The ability to reintegrate oneself back into nature seems inherent, however, in some of these races and is reflected in, for instance, the ability of the arial race to become a druid.

As for the inability of the cloud giant to move quietly simply because he can fly, consider the size of the normal cloud giant and the amount of metal and leather it takes to protect such a large hide. If you look at the races that can become thieves or assassins, you will notice that they have at least one thing in common. Their size. This makes sense in that size does seem to make a difference when trying to move quietly. It's one of the primary reasons women make better cat burglars than men (that and the fact that for the most part, women are more agile than men). I would think that even if one can fly, one would still have to be taught to move silently, therefore, anybody, regardless of class or race, must be taught how to move quietly while wearing armor and weapons. Elves and drows are trained in this from birth, thus their innate ability to move silently.

Like I said, these are just my thoughts on the subject. I make no claims that they are in any way fact.
