this may be blatantly obvious, but shield block is a defensive skill. If you ever need to take less damage (like when you are tanking, trying to get experience in a group), and you aren't a sword spec with flourentine, you'd have to be a pretty darn good tank to not use a shield.

Shield block may not be your best choice if you are fighting another player, and you are able to dual-wield. But, then, if you can't dodge, or your main weapon is easily parried (ie, a thief with dagger), you might be better off using a shield any time you need to tank.
