It's gotten into my head that Imperials (and maybe bloodoaths) should be allowed to change to other Imperial-"owned" hometowns for a helluva lot cheaper than other players. Or Arbiters could change their hometowns to the 'protected' hometowns for cheaper.
Anyway, just curious what the city distributions are.
(subliminal: All hometowns should have area help files)
