The trite answer would be to say that assassins are different and you might as well ask why warriors don't have a way to instantly kill someone (disembowel being kind of a different thing).

The best answers I can give you are:

1) No one character in the game has a method of total command denial that can't be defended against in some way. If they did, mages/communers would be terrible.

2) Assassins have a *lot* more versatility (imho) than any single warrior or thief. Classes need to balance in some way.

See above. I will say that these skills have at least some potential for command delay/denial. That's as much as you're getting from me.
