the best rangers I think are:
human - exp penalty is minimal and 23 str and decent stats make for good rangers... crappy hps (10-13) avg I think with mine.
cloud - auto fly, little bit more strength and you get to wield bigger axes.
felar - ranger staff heals, plus claw attacks.

wood-elf, elf, half-elf , I would suggest they make not so hot rangers because you cant wield the bigger axes due to strength, and your ambushes will be weaker.
Autosneak for elves of any class is not a thing to smirk at though.
