I've seen cloud rangers six levels below my human hit as hard as I have. They definitely do more damage but are significantly worse at dodging. Just for fun, I rolled up a cloud ranger myself and quickly got discouraged at how slow they learn. You get two practices/level and max INT with two prcatices will only get a skill up to 69%. Mastering skills is abysmally slow, or maybe I've just been too spoiled with the 20 INT humans have. I'd recommend a human over a cloud for your first ranger. Hope that helps.
