A few suggestions:
• If you don't have a role already, write one. Mortals with roles, especially well thought-out ones, are often a first choice when it comes to imms choosing targets for quests.
• Pay attention. I'd be a very rich person if I had a dime for every time I threw some morsels in the direction of a mortal only to have them ignored or misunderstood. React to everything in your environment. If you see an NPC say something or if you see something happen in your environment, don't assume that it's just coded into the area you're exploring, or discount the possibility of a quest/event when an NPC talks to you. I know I've for example, have had NPCs talking to PCs who fight them, and mortals say 'oh, I'm not allowed to attack this?" and walk off, making no attempt to roleplay. Quests are too energy and time consuming to waste time pursing mortals who are going to have that kind of attitude.
• If you aren't involved by imms, take action yourself. Roleplay and talk to your fellow mortals who ARE involved in events that happen in Thera. Write notes asking questions, or offer to keep records of events that occur. I can virtually guarantee you that if an imm notices you taking an active interest in their quest, they'll want to involve you if an opportunity ever comes up to do so.
• Unfortinately, timing can be everything. From my experience, most quests and interactions take place evenings and weekends, when the generally employed, American, immstaff is able to invest the kind of time to interact.
Also, the suggestion about getting involved in a religion is a good one. The classes that require empowerment are practically designed for players that enjoy imm interactions - and if you don't want to play those classes, there is always the option of designing a religious character.
