You can't have a leader that doesn't know anything about ragers. You wouldn't believe how many applicants don't even know the simple story of how the village came to be. That would just get the cabal into trouble, because people could just make up what ever they please. Imagine some newbie asking a rager who are the lords or battle. If you can't answer that type of question then obviously you have no right being leader. Most likely you can get the answers to most of the questions buy looking at the pillar and through the lyceum. You can always ask people who are more knowlegdable then you. Yes, that is what the questions are meant to do, you don't need a raw rookie like Ikemasuka leading the village.

As for the second part of your question. The rites allow those who witness them to judge your cabal mates to see if they can lead the cabal. You have to make sure they can handle themselves and not just roll over at the first sight of opposition. I myself have never seen most of the newer villagers fight, and the rites was the first time I was able to see how they fight. Which was very important in making the decision. Yes, it is a barabic village but in a setting like that you would definitly need the support of the other villagers to become leader. Other wise you would just be over thrown by someone stronger or with more supporters.

Well that is my take on things. Don't take it too literally.
