This is my first conjie.. so i don't know too much about them.
1. What is a relatively safe amount of charisma for conjuring without a circle?

2. Say some high rank conjuror made a celestial circle in the guild. then he conjured his elemental and left. Can I use that circle to safely conjure, or do i have to mak emy own?
