What happens if there is a sphere and no Imm is currently listed for it? I totally want to choose a specific sphere, but there's no Imm for it. What then?

I assume that every sphere is covered by someone, even if they're not listed for it. Maybe they just watch it until a suitable Imm can be found, or it is rotated between younger Imms so that higher ups see how they handle empowerment interviews. Whatever the case may be, this is an assumption.

What is the chance of someone being empowered if there is no Imm listed for the sphere?

Honestly, even if there is 0%, I'm going to play anyway as this sphere. Maybe one day take it over, huh? ;-) Maybe someone down the road would recognize the situation and empower me anyway. *grin*
