People aren't getting better at pk'ing because people are never forced into constantly fighting for their life. I'd say that 85% of the playerbase prefers being in the superior cabal, which usually swings between ragers and Empire. This means that instead of facing difficult odds and learning from losses they're stomping the hell out of the poor schmuck that is en masse.

You don't learn anything by being able to get 4 friends together and spam bash and get all corpse. You learn by not being a rager or a ganking Imperial and facing the fools that are.

You, as Challen, faced a lot of tough odds. Then you started playing ragers and Imperials and the odds were usually in your favor which likely led to your "boredom" somewhat(at least with Shaitar and Athrakagar, less so with your conjurers). A lot of people are doing that now, playing the char that has the odds in its favor.

I've said it once, I'll say it again, but one char per player is probably the only way to rectify that situation, and consequently the "dumbing down" of Thera's pk'ers.
