> True, but Empire has begun to shy away from being a newbie cabal.

> When there is competent leadership, that's exactly what it's about. Riebold is competent, but not around much.

> > 2. Get rid of the bloodoath, or keep it and make it only convert those taking it to change ethos to lawful and not touch the align. A conquered people would have to obey the new laws but would they automatically become evil? Were the people living under the Vichy government in France evil for doing so or just weak and scared?

> The bloodoath is crucial to the Empire, it needs no tinkering. And don't get me started on the French.

> > 3. Allow Lawful neutrals to become citizens. Generally an army will take whatever comes its way that is of use. It is doubtful all memebers of an Army would be evil though many probably would be. Were all NAZIs evil ot were some just going along with the flow (not starting a philosophical debate on the NAZIs just using them as an example. Perhaps only allow leadership positions to be filled by evil citizens.

> Yes. Or, if one were to lose ones specs, spells... make it very easy to get them back.

> > 4. Maybe try warnings before anathema. Three strikes and your out sounds reasonable to me.

> Most are warned, unless they do something incredibly idiotic. Three strikes is too much.

> > I think the Immortals of the Empire do a lot of work with it and provide entertaining interaction and think it is a shame there are not more there to enjoy it, but with the Empires current state I also understand the reasons why. The changes i suggest i think would make the Empire a more workable cabal internally but would not really change its interaction with anyone outside the Empire.

> The Imperial Immortals do an excellent job. A pity most Citizens are not worthy of them. A few more ways to make the Empire better...

> Give Dawn a damn item. Dawnies are raiding the Empire CONSTANTLY. They do so with no repercussions, and that is just wrong. They have become one of the biggest thorns in the side of the Empire, and its often rather tough to slay them in retaliation. Attack the Phoenix, so what? He doesn't guard anything, most of them won't bother to fight you there.

> Give the Empire people who can induct. That means Sect Leaders. I'd rather see semi-competent folks leading sects, and inducting, than waiting for the perfect sect leader. Imperial numbers are way down, because there's so few to induct, for the last 6 months or so.
