I don't even play anymore and the lack of people who can induct in Empire is still a complaint of mine... I've had a few ideas about how to alleviate this in the past so here they are:

1.) One word. Lieutenants. You need them regardless of who is in charge of a sect, someone to help make sure your sect is oathing, tithing, recruiting, etc, etc. A lieutenant does not have to necessarily be the ass whooper a Sect Leader or Emperor is, just someone who is quietly competent. Who knows, if they prove themselves often enough, you may have a Sect Leader ready to go.

2.) Staying with the military hierarchy, Sergeants, squad leaders, whatever. People who have been authorized to interview and send messages to the sect leaders with their lists of recruits. If they have enough common sense to know what to ask and look for in a potential candidate, just let 'em handle the initial crap and have the Sect Leader or Lieutenant induct those they have recommended on sight.

3.) A very expensive, but automatic method for the hopeful. Gather up a set amount of gold and hand it to the Vanquisher to become inducted. And make it gold, not items worth something. This has the added benefit of making gold a commodity again. Sure, it means a little extra policing for the Imperial imms but they have to do that already, yes?

I know from experience that all of the Cabals see hard times, but let's face facts, with four mini-Cabals inside of Empire making up the full strength of the Cabal, when it rains, it flippin' pours for the Empire. A few small compensations regarding how they gain numbers should be in order. Just my opinion.
