Troupe and Dawn because people probably wouldn't want to waste their one character on a cabal that doesn't get involved in a lot of action pk-wise. Arbiter would suffer because burn-out is high in the cabal since it's so labor-intensive and lack-lustre in excitement a lot of the time.

I only have one character and it's Astillian (870hours old) and I don't think it's wasted by being in Troupe. Perhaps Troupe doesn't get a lot of pk action however, we have great kick ass imms that rp with a lot of troupers in one form or another. Which I think is the best part of being a trouper. We also or at least I do pride myself on exploration and you can do this with relative safety of not worrying about getting pk'd. Which is great for me because I've died more times to exploration then I can count. I still get excited when an imm takes time to interact with me and there is lots of stuff always going on at the bar.
