Many cabals have a number of different enemies (arbiters, masters, sylvans, and battle too). While not a particular arch-nemesis, Arbiters are definitely on the other side of coin from battle. The fact that ragers can't be lawful also says something.

While Batttle-Arbiter relationships were never exactly stellar, Arbiter and Battle really arn't opposing cabals in the ideological sence as say Master-Battle or Sylvan-Empire, but a conflict has sprung up relativly recently because of a mentality where targets are chosen based on ease of slaying and lack of reprisal, not RP.
