Dhaevor was an interesting character - but I didnt share his views on everything. Every leader tends to have a different albeit slightly different outlook - not to say though that I wouldnt follow my leader in whatever he claimed as per rule one on the tablet.

empire protect mages as well by
a) offering them a place within their soceity and holding them above others (normal citizens - arbies protect all equally)
b) building a fortress to protect their mages (encourages them to slaughter no-oathed ie ragers)
c) the big one - they own the head - they take it when they can - that slightly hinders the ability of ragers to kill mages (and makes them bait in most cases)

Im really not sure how you can compare that to arbiters who wont actively take the head unless a war is started - I often killed/attempted to kill mages in town, I get wanted, big deal, misguided arbies, troublesome bastards.. Im flagged I cant hunt an arbie or a mage... when shouldnt the mage take priority?.

Other events prevented me from following through with full war as I had intended at the time, but in my eyes it is absolutely clear that that's what a Rager SHOULD do. Kill Arbiters every time you see them, take the Book, open up mage guilds all the time, and so on. Crush the magi and those who would protect them. Crush the Arbiters until they exempt magi from the protection of the law and let them be ripped freely apart in the streets of the cities like the scum they are.

or.. arbiters are misguided - a nuisance, and once the magi are destroyed - then maybe there is a place for them in the new world.
