I agree totally that the Tower should be the main target of the Battleragers for the reasons you stated and the reasons in the Help Story file.

However, I disagree with what you and Harlequin said about sylvan mages. After all, I'm certain Nepenthe, and Guerric would give the Masters permission to use magic as well as Zulglinour with Empire, Pico with Entropy, ect.
