I disagree that "overpowering" Empire is the best course. But there should be some incentive to join Empire, and it is lacking a bit right now. They are frequently outnumbered by their opposing cabals, even with a somewhat smaller Village around. They have not been at their prime for quite some time, and I don't think this is a "normal" pendulum swing, but rather a long-term decline.
Some possible incentives:
1) Crack down harder on the other cabals when they induct too quickly. Empire should remain the only cabal that is "easy" to get into.
2) Appoint sect leaders more readily. If they screw up or don't show, it's Empire. Anathema them, and move on. But give people a shot, and keep the inductions flowing.
3) Tweak the powers slightly. Empire's powers are weak because they are allowed to do nasty things like gang and such. If the long term prognosis is "low numbers" (as it has been for many months), then time to rethink that assumption. Daishan's suggestions seem somewhat reasonable, but there are a lot of directions you can go if that seems too strong.
4) Tag a small bonus onto bloodoathing. right now, it's basically a stepping stone for induction, and not one that uncaballeds take very seriously. Passing canturions for free is nice, but not enough to compensate for the other disadvantages of Oathing. Perhaps let them use query? Makes RP sense, and it's a useful (often overlooked) thing to have for any class.
5) Restore Istendil from an old backup where he was still Emperor. Sure, that one's a bit extreme. But the other four might help.
