The evil races, in my opinion, are fine the way they are. The problem is not vulnerabilities. They can be dealt and with the races with the biggest vulns also have the biggest advantages (though i do think storm giants are a bit unfair, but that is another post). The problem is the odds that they face and have since my time.

The event I attribute the swing of power totally to the light side to is the introduction of the revamped paladins. I do not think paladins are overpowered and I do not think wrath is overpowered. I think they are a very well done class and hope to play one myself some day. I realize the people that have played them successfully put a great deal of effort into their characters. However, there have been too many of them.

A paladin can be defeated by many different classes using various tactics. However, i dont think anyone can defeat them easily and it requires full prepartion from the one who is going to fight them and takes their full attention during the battle. Fighting a paladin is much like fighting a rager inasmuch that if you make a mistake or forgot something before hand, you can be dead in a few rounds. It is best not to fight them alone, and, though i've seen some logs of people doing it successfully (a crayne log comes to mind) foolish to fight them if they have help. With the number of lightwalkers that were around already, plus sylvans and ragers who, though not totally, are often paladin friendly, they were/are usually accompanied. Something in the Paladin code about not accepting aid in battle against equal numbers might have been called for. Not sure how many times i died to Balrahd and Yoesch in balator (it was a lot, though i admit balrahd would have killed me alone as well most likely, but i digress).

I think the lack of diversity and conflict at the hero ranks is the main reason for the lower numbers as of late and the sense of boredom and overall quality many complain about on the forum. Paladins are designed to vanquish evil, and they have done a very job of it. But i think the mud has suffered for their success.
