I think the cabal powers should be 1/2 and 1/2. Their powers should be more aggressive if they lose their item (thus allowing them to retrieve with greater ease) and should be more defensive while they have their item. This would enable cabals to hold their icon/head/orb/whatever with greater ease and still have some powers when they don't.
*shrug* It's pretty weird.
