You've got your orcs in Moria
You've got your guards in Dol Guldar
You've got your goblins in the goblin village
You've got your knights, elves, guards in Camelot.
You've got your various guards in unprotected towns like Akan, Hillcrest, Arkham, etc.
You've got your bandits, marauders, caravan guards, etc south of Hamsah.
