Taking the money collection away from Empire hurts the Empire. Walking through the forest wouldn't hurt the Sylvans at all. Now killing a dryad or two would hurt the Sylvans, as their purpose (despite rumors that they exist only to kill people in walls of thorns) is to protect the forest.

Who cares. If the Emporer allows you to take even a penny from the Imperial coffers without some MAJOR kickback, the imm's over the cabal would boot him/her so fast it would make said Emporer's head spin.
