While I agree that I would like to see more people with titles, I do not agree that they should just be given out to anyone. They are a reward, something that the player has worked hard to get and has achieved through good role play.

And as per your example, most people that get denied for a cabal (Arbiter's in your example) just delete or go for another cabal (say Empire in your example). So why would the imm's want to waste the energy giving someone a title that has done nothing to deserve it? (ie failed a cabal interview)
