There are too ways to look at "urban sprawl".

One is in the physical expansion of an existing city. New Thalos -> Hamsah is an example of a spreading city. The city itself was expanded, the docks are much larger, there are now "outskirts" where trees and other things were likely destroyed to make room. (Whether or not the city is actually bigger room-wise than New Thalos doesn't matter really).

The other way is in the development of new settlements. Dagdan is an example of "urban sprawl" for example. All of the little villages around Tar Valon are examples of sprawl.
