not sure if you missed the point or not..you don't specifically practice your skills to 100% it's a time waste skills that you did use in your day to day are classed as "unconsciously competant" and those spells that you have a rare use for require a little more thought and memory and thus aren't classed as 100%.

Also because of this system you would become well versed in the ways of an ability a lot faster than is currently done.

You can cycle a bike, but can you do it without holding the handlebars? a kid can but i know i've forgotten how to..i'm back down to my 75%

That which you do rarely, you aren't.
