It depends on your point of view. An elf born with the ability to channel magical energies is not natural? It's obviously a
phenomenon of nature otherwise you wouldn't see very many elves running around using magic. Only if the gift to channel magic
was only given to a very select few could you consider it something outside of nature.

Of course, you can take an entirely different view.

Magic allows us break 'the chains' of natural laws (fly, age) whereas Nature on the other hand hinders magic. This is an old Theran theme, and is one main reason the Tower and Sylvan are at odds.
