Basically, around twenty years ago, the current mayor of Galadon was involved in a pitched electoral battle with his former friend and fellow co-owner of "Rosemary's Baby," a bar on Hemlock Road in Seantryn Modan. At the same time, he'd been experiencing problems in his personal life, and the barmaid he'd been happily seeing behind his wife's back for nigh-on five years at that point abruptly left him for said opponent and former friend. This widened the rift between the mayoral candidates, which had originally arisen during a gubernatorial scandal when they both served as secretaries to the governor of Udgaard and one of them - though it has yet to be revealed which - exposed the governor to be a practitioner of necrophilia. They took a solemn blood oath never to tell another soul which of them had given out the information, and as a result they were both imprisoned for a while. During the imprisonment, the current mayor's ex-friend repeatedly turned the current mayor over to the large, amorous homosexuals on their cell block in return for his own chastity, though this wasn't revealed until after he had been released early for good behavior. When the mayor found out about the betrayal, animosity between the two grew to such an extent that it has been speculated that he believes one of two things: A) that his ex-friend had also told everyone about his letting slip the information about Udgaard's governor, or B) that he'd been backstabbed, having never told the same about his former friend (who was, coincidentally, also a former lover, though that is another story). At any rate, they began to hate each other to quite an extent and have chased each other around the world in a series of insane canyon-jumping stunts and other crazy hijinx, until finally they caught up with each other in Galadon. Anyway, that guy lives there. Hope this clears it up for you.
