Weapon Level Question

If level affects how much of the weapons full damage you do, does that mean that a hero can't get full damage with say Armageddon since it is a level 55 weapon, or is there a buffer area (like 10 levels above) where you start gettings full use of a weapons potential, even though you are lower level than it? Thanks.
