Two things...
One. With a master character of mine I brought up this idea and was shot down almost immediately by players and imms a like. :P Twist and Colin (if you remember him?) both argued a strong point which I will relay to you.
Some mages spend their entire life times creating those scrolls. The items, skill, and magics involved are almost impossible to learn in a single life time. One would almost have to dedicate his entire life to the creation of scrolls.
Two. Everything that was said above about the necromancer above is possible already, at least most of it as far as I know. The necro/transmuter/invoker just has to search for the items. They are out there... and they aren't exactly hard to get. I have always been shocked to see the disuse of scrolls, staves, and wands by mages. It's one of their most poweful skills if used properly. I remember a log of one of my fights where the master in question said "what killed me?" "Energy drain scroll" And he was right.
As for players being able to make them, I think it would just throw balance out the window and I am very much opposed to the idea of a player being able to make them.
