I think perhaps a change can be made with with guilds and their guardians. Wouldn't it be cool if you could risk breaking the law trying to sneak into a guild not your own? Of course, it ought to be easier for hiding classes. Guilds have been too easy for people to hide in, heck Kennan held on to his guildmaster all the time.
