As the bard grows stronger, so does his songs. Not every bard will sing jak to affect morale by 14. Another reason why a level 20 invoker's wall of fire isn't anything compared to a level 51's wall of fire. And another reason people think haste doesn't have that strong of an effect, wait till you reach hero, definite noticeable difference. Okay, I'm through :)
