He doesn't say how it's important, so we'll see.
You might also consider that the charisma of the leader's
influence on morale might also be relative to the charisma
of the followers, not based solely on the leader.

As to hard-coding racism...
I've often thought it would be cool if certain races got a
'morale' bonus for grouping within race, like a 'pack' mentality.
Class with class, cabal with cabal, might also be influences.

The populace needs more ways to reduce charisma anyway..
I can't think of many skills/spells/supps that do.

The Forum should have a couple beers and consider ways
to make other people fugly.
