I'm sorry, I haven't played more then 1 arbiter out of personal distaste. When I played one I could almost swear it was worded so that you were supposed to only keep weapons. There were multiple arbiters that I asked then and they said to give back everything but weapons. Perhaps if your evil keep it all or if you are good and they are good give some back out of kindness..play the role?
