Umm, they cannot attack in town because the Arbiter cabal(As well as many others) does not consider themselves to be ~owned~ by anyone least of all Empire(therefore they operate independantly). And the Empire has been known to allow the Arbiters to stay like this because it serves their purpose of keeping order(told to me when I joined Empire with my first character, not too long ago when Zulghinlour was Emperor). There have been times(mostly when the Empire was at war with the Arbiters) where Empirites did attack in cities, but it is still breaking the Arbiters laws and they were therefore flagged when caught. I still don't see how this is hypocrisy and would love it if you would further explain your point.
